Why are guidance and counselling not synonymous?

Although guidance and counselling are terms generally used together, they are not synonymous. Counselling is a part of guidance and a specialized service of guidance. Guidance refers to the advice given by an experienced person to solve a problem. Counselling is the advice or help given by a professional counselor to a counselee to help them overcome their difficulties.
